Abstract

There is no doubt that the elites are the ones who represent opinion leaders in many societies, and they are the ones who shape the trends of this opinion and the trends of society as well. It is recognized that among the necessary conditions for the establishment of a stable state. As much as the homogeneity occurs in this relationship, this contributes to preserving societal peace and economic progress, providing security, and providing opportunities for all members of society to fully develop their human potential in light of a sequential pace of change processes.Accordingly, in this research we seek to find the set of questions that compose the research problem, represented by those questions: (Who are the educated elite? Is the elite a strong source and vector for cultural, political, and social changes? What are the elite cycle and its characteristics in cultural change? And other questions that we address? in the problem of our research, the study has sought to achieve several goals represented in clarifying the concept of the educated elite, identifying the reality that made this concept flexible and indeterminate, and then defining its characteristics and effectiveness in exercising its role.
